<P>PROBLEM TO BE SOLVED: To provide a continuous emulsification apparatus which quickly produces a water-based emulsion having a small particle size and having excellent stability, and to provide a method for the quick production of the water-based emulsion. <P>SOLUTION: The continuous emulsification apparatus is characterized in that a rotary disk is arranged in a mixing chamber in a casing, a scraper is fit to each of the upper and lower surfaces of the rotary disk, a ring plate is extended in a non-contact state from the inner wall of the mixing chamber to the space in a notch of the scraper on the lower surface thereof, the mixing chamber is divided into an upper mixing chamber, a middle mixing chamber and a lower mixing chamber by the rotary disk and the ring plate, an upper supply port for supplying the liquid material, water and an emulsifier to the upper mixing chamber is arranged in the upper part of the casing, and a lower supply port for supplying water or an emulsifier aqueous solution to the lower mixing chamber and a discharge port for discharging the water-based emulsion from the lower mixing chamber to the outside are opened on the side wall of the casing.
