The macro block setting section 122 sets a horizontal size of a macro block while keeping a vertical size thereof being fixed according to a feature amount of an image supplied from the feature amount extraction section 121 and a magnitude of a motion of the image detected by a motion estimation compensation section 115. Furthermore, the macro block setting section 122 sets a division number of the macro block. The motion estimation compensation section 115 performs motion estimation compensation with the macro block size and the division number which have been set by the macro block setting section 122.
