<P>PROBLEM TO BE SOLVED: To match a session state between an S/P-GW and a PCRF by starting the S/P-GW, when resumption of the S/P-GW is detected by the S/P-GW. <P>SOLUTION: When resumption of a P-GW 300 is detected by the P-GW 300, a predetermined release parameter is included in a CC-Request to be sent to a PCRF 100.
