<P>PROBLEM TO BE SOLVED: To provide a rubber roller that is appropriate for use as a developing roller, a charging roller and others because of no chance of contamination of contacting components by vulcanizing agent, and an image forming device that does not generate image noise when forming images using the rubber roller. <P>SOLUTION: A rubber roller comprises a core metal 1 and a rubber layer 2 formed on the core metal. The rubber layer 2 is composed of a rubber composition which includes at least an epichlorohydrin-based rubber material and lignin.
