摘要

PROBLEM TO BE SOLVED: To provide a protocol stack which allows a target mobile station UE to measure and report a desired wireless quality.

SOLUTION: This mobile communication system uses a RRC protocol terminating between a target mobile station UE and a wireless base station eNB and an OAM protocol terminating between the wireless base station eNB and a operation maintenance server OAM. The RRC and OAM protocols are converted in the wireless station eNB. The capability of processing the RRC protocol in the target mobile station UE and the wireless base station eNB is configured not to delete UE Context containing MDT policy applied to the target mobile station UE even if the target mobile station UE makes a transition to the RRC_Idle state.
