PROBLEM TO BE SOLVED: To derive target coordinates in a voting space with high accuracy and light operation loads in voting processing which is used for a PSA method and Hough transformation or the like.

SOLUTION: At a mid-stage of the voting processing for sequentially integrating voting values in an intersection area crossing each of a plurality of planes or lines for each of a plurality of voting areas formed by discretizing voting spaces, an image processing processor 13 performs control so that an excluded area which is excluded from the object for the voting processing is specified based on an integrated value of the voting values by executing an excluded area specification module 134, and the voting processing is executed for only the remaining voting area obtained by excluding the excluded area from all the voting areas by executing a voting area restriction module 135.
