PROBLEM TO BE SOLVED: To improve system efficiency and stabilize connectivity by reducing unnecessary control signals and carrying out a handover process efficiently upon carrier aggregation.

SOLUTION: The wireless base station eNB includes a Measurement control signal transmission section 102 for transmitting a "Measurement control signal" which orders the measurement of the wireless quality of a cell being communicated or an adjacent cell with respect to a mobile station UE, and a Measurement report receiving section 104 for receiving a "Measurement report" which reports the results of wireless quality measurement from the mobile station UE. The "Measurement control signal" includes identification information regarding one or more potential cells for carrier aggregation.
