<P>PROBLEM TO BE SOLVED: To provide a cleaning device capable of polishing a photoconductive drum uniformly and stably by forming a toner layer with uniform thickness on a surface of a cleaning roller even if an amount of toner supplied to the cleaning roller increases or decreases and of polishing the photoconductive drum stably even after prolonged use, and an image-forming apparatus equipped with the cleaning device. <P>SOLUTION: A cleaning device comprises: a cleaning roller which is arranged in the form of contacting a photoconductive drum; a cleaning blade which is provided downstream of the cleaning roller in a rotation direction of the photoconductive drum in the form of contacting the photoconductive drum, and scrapes toner adhering to a surface of the drum; and a toner-layer-thickness controlling roller which rotates in a state of contacting the cleaning roller.
