<P>PROBLEM TO BE SOLVED: To provide a manufacturing method of a precursor for a PAN carbon fiber, capable of improving quality of the carbon fiber. <P>SOLUTION: A manufacturing method of a precursor (carbon fiber precursor) comprises a step of manufacturing a semi-processed strand from a PAN polymer through spinning, coagulating, and water-washing, and subsequent steps of drying and steam-stretching the semi-processed strand. The semi-processed strand has a loop elongation percentage in the range of 40 to 50% and a loop breaking strength in the range of 350 to 450 Mpa.
