PROBLEM TO BE SOLVED: To enable the allocation of user data to different subframes by partially suppressing the interference from a macrocell base station device to a picocell control channel and by using some of control channels in which the interference is suppressed.

SOLUTION: A base station device shares at least part of the frequency band with a first system having a macrocell C2, covers a picocell C1, and is arranged in a second system having a system bandwidth formed from a plurality of component carriers. The base station device generates a carrier indicator which indicates a component carrier other than the same component carrier to which user data is allocated in a component carrier control channel and a subframe other than the same subframe to which user data is allocated in the downlink control channel.
