<P>PROBLEM TO BE SOLVED: To reduce a monetary charge for a driver who owns a cellular phone when a vehicle navigation receives content data distributed from a center device through the cellular phone. <P>SOLUTION: A vehicle navigation device 2 acquires charging system data showing charging systems of a plurality of carriers 5 to which a cellular phone 3 can connect, and determines a carrier 5 that has the lowest communication charge on the cellular phone 3 as the carrier 5 to which the cellular phone 3 connects.
