<p>The system has a base arranged parallel or perpendicular to a local subduction line of tectonic plates. Two rolling mechanisms of a biaxial earthquake damper are technically resonated in a position and in X and Y axes around plus or minus 100 mm of a rolling path. The mechanisms are rotated around 90 degrees. The path is varied and determined according to size of the damper. The rolling mechanisms consist of two rollers, and number and dimension of the rollers are determined according to size of vertical and horizontal loads. The system comprises steel profiles of rolling units.</p>
