One embodiment of the invention relates to a peelable, at least 50% biodegradable film arrangement (1) having seal bond strength of < 15 N/15 mm against a polyhydroxy carboxylic acid layer, comprising at least: a first film layer (5A), which comprises a polyhydroxy carboxylic acid and a softener, and a peel layer (10), which comprises a mixture of a polyhydroxy carboxylic acid and at least 25 wt % relative to the peel layer of a biodegradable polyester that is different from polyhydroxy carboxylic acid, and the peel layer forms an outer layer of the film arrangement (1). Such a film arrangement has excellent seal bond strength.
