Provided are a communication device, a communication method, and a communication program capable of transmitting by changing resolution of image data by a method corresponding to a variation amount of a utilizable band of a network. When a variation width of the band is small (S34: YES), only the resolution of image data generated by an image generation unit (2) (camera 33) is changed (S35). When a variation of the band is large (S34: NO, S37: NO), the resolution of image data created by a conversion image creation unit (5) is changed (S39). When the variation width of the band is large (S34: NO) and the variation width of the band satisfies a predetermined condition ((band average + a) > br(i)) (S37: YES), the resolution of the image data generated by the image generation unit (2) (camera 33) is changed (S38) and the resolution of the image data created by the conversion image creation unit (5) is changed (S39).
