Disclosed is a cleaning device such that a charged voltage which is generated on a roller surface to attract contaminants by an electrostatic force is stabilized by suppressing the charged voltage from being increased to a value larger than required. A cleaning roller (1) has a two-layer structure in which a conductive inner layer unit (3) and an insulating outer layer unit (4) are layered in this order on an outer periphery of a cored bar (2) which is a conductive shaft member. The cleaning roller (1) retains on a roller surface an electric charge for attracting contaminants adhered to a surface of a material to be cleaned (S) by an electrostatic force. The cored bar (2) of the cleaning roller (1) is rotatably supported by a holder frame (6) via a conductive bearing (5), and a conduction unit (7) provided on a handle unit (6d) of the holder frame (6) and the conductive bearing (5) are electrically connected to each other through wiring (9) which has on a certain point thereof a charged voltage control circuit (8) which maintains the charged voltage generated on the roller surface by a contact with the material to be cleaned at a voltage equal to or lower than a predetermined voltage. The excess electric charge flows to the ground side through the conduction unit (7).
