A thermal management battery pack system (100) includes a containment box (140) having a plurality of sides located around a perimeter of the bottom and a hermetically sealed cell box (102) containing at least one energy cell (101) located within the cell box (102). The cell box (102) has a cover (104) and a plurality of sides (106). The sides (106) of the cell box (102) are located away from the sides of the containment box (140). A plurality of external power connection points (108) are located on the cover (104) of the cell box (102). A dielectric fluid (112) fills the cell box (102) around the at least one energy cell (101). A sufficient amount of a phase-change material (150) is located in the dielectric fluid (112) to maintain a temperature within the cell box (102) to within about five degrees Celsius of a temperature exterior to the containment box (140).
