PURPOSE: A method and apparatus for managing movement network failure are provided to monitor the quality of a mobile communication terminal call. CONSTITUTION: A Wi-Fi AP(Access Point) connection information receiving unit(430) distinguishes a mobile communication terminal connected to Wi-Fi AP. The WiFi AP connection information receiving unit receives distinguishing information of the Wi-Fi AP. A location call quality information generating unit(440) generates location call quality information according to the location of the mobile communication terminal based on the identifying information of the Wi-Fi AP and call quality information.
