<p><P>PROBLEM TO BE SOLVED: To derive optimum signal processing parameters quickly in an MTI adjustment. <P>SOLUTION: By using a parameter automatic setting section 12 and a radar observation data accumulation section 14, setting parameters are changed online a plurality of times in a short time, and each observation data is accumulated with time management. Stored evaluation data and parameter setting information are selectively read off-line to evaluate each of the plurality of parameters. By comparing the evaluation results, the optimum signal processing parameters are derived.
