The device has a lever arm (1) driving at high speed, and an inertia mass (2) housed in a protective casing (4). A pinion (6) and a notched sector (1b1) are arranged for creating a variable gear ratio to generate a variable inertia force with respect to a travel of a lever to have a reduced inertia for driving the inertia mass at beginning of a travel of gear change. The generation of the inertia force is performed to have a high inertia at time of the gear change and to have a reduced inertia corresponding to stop of the inertia mass after the gear change.
