PURPOSE: A method for manufacturing anionic ultra nanoemulsion is provided to ensure conditioning effects and excellent hair protection effects. CONSTITUTION: A method for manufacturing anionic ultra nanoemulsion comprises: a step of mixing water, anionic surfactant, and organopolysiloxane to prepare a pre-mix reactant of anionic surfactant and organopolysiloxane mixed in a weight ratio of 1: 10-1: 40; and a step of inputting the pre-mix reactant into an emulsification device. The emulsification device is selected from the group consisting of a mixer, homogenizer, or colloid mill. The anionic surfactant is a sulfonic acid surfactant. The organopolysiloxane contains an alkyl group.
