PURPOSE: A backsheet for a photovoltaic module and a manufacturing method thereof are provided to reduce manufacturing costs by removing one fluorine film layer. CONSTITUTION: A polyester film layer(21) has a polyurethane hot-melt adhesion layer(22) on one side thereof. A fluorine film layer(23) is laminated on the side opposite to the polyurethane hot-melt adhesion layer. The fluorine film layer is laminated by an adhesive selected from a polyurethane and polyester group. The dry coating thickness of the polyurethane hot-melt adhesion layer is 50 to 300 nm. The adhesive force of the polyurethane hot-melt adhesion layer is 1 to 10 kg/inch.
