PROBLEM TO BE SOLVED: To provide a toner for developing an electrostatic charge image securing fixing property and anti-blocking property and having excellent image quality while suppressing dust generated at fixing in a low-temperature fixing toner.SOLUTION: The toner for developing an electrostatic charge image is made by agglomerating and fusing at least a coloring agent and resin particles containing crosslinking and non-crosslinking resins and contains a wax, where the wax contains hydrocarbon wax of 80 mass% or more of 40C or more components and 10-50 mass% of non-normal components among the 40C or more components, and the toner has a 5-35 mass% tetrahydrofuran insoluble part.
