PROBLEM TO BE SOLVED: To provide a new emulsion composition which is associated with an α-gel, does not undergo a decrease in viscosity of an emulsion composition over time even when any salt is not added to the emulsion composition, and therefore has extremely superior long-term stability, and an emulsion cosmetic.SOLUTION: The emulsion composition includes the following components (A) to (E): the component (A) is a higher aliphatic alcohol; the component (B) is an anionic surfactant; the component (C) is a cationic surfactant; the component (D) is water; and the component (E) is an oily component. In the emulsion composition, the blending amount of the component (B) is 1 to 14-times larger than that of the component (C) in a molar ratio. |
