The governor has a controller (1) maintaining a vehicle at an adjustable ideal speed when a power output of a vehicle engine (3) does not exceed an adjustable maximum target power, which corresponds to an engine power, and optionally reducing speed of the engine when the maximum target power is not exceeded. The controller reduces the speed in such a way that the actual speed does not fall below the adjusted ideal speed of predetermined percentage. The controller emits an optical and/or acoustic warning signal when the ideal speed is not maintained for longer time. Independent claims are also included for the following: (1) a method for controlling speed of a vehicle (2) a computer program for a controlling a speed control governor.
