PROBLEM TO BE SOLVED: To provide efficient voting service and information providing service using telephone calls in an IP network or a system mutually connecting the IP network and an existing telephone network.SOLUTION: In voting service in the IP network, a subscriber server 13 counts a vote received from a telephone terminal 23. When the call is a first call, the subscriber server transmits an IP address of a guidance server 17 which is to distribute guidance for notifying voting completion and a multicast address corresponding to a logical telephone number of the call to an IP conversion device 11 as a channel number, and the IP conversion device 11 transmits the channel number to a multicast router 20. The multicast router 20 acquires the guidance from the guidance server 17 by using the channel number, and when the call is a second call or after, the multicast router 20 multicast-transmits the guidance to the telephone terminal 23.
