PROBLEM TO BE SOLVED: To easily and appropriately ensure security in communication.SOLUTION: A printer 2 has: an EEPROM 27 for storing a security policy and a default policy applied to communication to which the security policy is not applied; a communication section 23 for performing communication; and a communication control section 28a for performing encryption processing and decryption processing in accordance with the default policy in a case not corresponding to an object of the policy. A PC 3 has: an input/output receiving processing section 28c for receiving input of an encryption key of the default policy from the printer 2; a communication control section 37a for generating a policy including an encryption scheme of the default policy and the inputted encryption key, and performing encryption processing and decryption processing in communication with the printer 2 in accordance with the generated policy; and a communication section 33 for communicating a communication packet.
