PROBLEM TO BE SOLVED: To efficiently perform an encoding process and a decoding process of a moving image even when a local luminance change occurs.SOLUTION: This image encoding device is equipped with: a storage means 110 to store a reference block of an encoding object block out of a plurality of blocks included in an image of a single frame of a moving image; a prediction value calculation means 112 to calculate a luminance change prediction value based on a pixel value of an adjacent block of the encoding object block and a pixel value of a reference block of the adjacent block; a luminance change compensation means 101 to perform luminance change compensation of the encoding object block based on the pixel value of the encoding object block and a luminance change amount prediction value; and an encoding means 105 to perform encoding to a residual signal calculated based on the pixel value of the encoding object block having been subjected to the luminance change compensation and the pixel value of the reference block of the encoding object block having been subjected to the luminance change compensation.
