PROBLEM TO BE SOLVED: To provide a video transmission system capable of suppressing a delay and transmitting video data while having error resistance.SOLUTION: This video transmitter includes an encoder and a packet processor. The encoder encodes inputted video data, and outputs a video stream. The packet processor packets the video stream outputted from the encoder, and outputs the packetted video stream on a transmission line. The packet processor creates an original data group and redundancy data, and controls the amount of the insertion of the redundancy data so that the number of total bits of the original data group and the redundancy data may become equal to or smaller than the number of target bits. Packets are summarized at each predetermined number of MB (Macro Block) processing in the original data group, and the redundancy data corrects a data error of the original data group.
