PROBLEM TO BE SOLVED: To detect the characteristics of a secondary battery, including SOC (state of charge) or the internal resistance of the secondary battery, or to improve estimation accuracy, by controlling the acquisition timing of the pair data of the current and the voltage of the secondary battery.SOLUTION: The secondary battery 10, which is a battery pack, includes a plurality of battery blocks 10-1 to 10-3. Switches S1-S4 are switched on/off, flying capacitors C1, C2 are charged, and then switches S5, S6 are switched on to detect a terminal voltage. A sampling timing of the current of a current detection unit 36 is allowed to lead in time the sampling timing of the voltage of a voltage detection unit 34, and the voltage change after a current in an electric-double layer flows is detected. |
