PROBLEM TO BE SOLVED: To reduce time until operation for estimating a position converges by obtaining an initial value for estimating the position from a bias amount distribution map, and to estimate the position of a mobile station precisely.SOLUTION: A position estimation device 300 includes: a position estimation unit 340 for estimating a position of a mobile station based on a prescribed signal acquired by one-directional or bidirectional communication between a plurality of base stations 201-204 of which positions are located in advance and a plurality of mobile stations 101, 102 of which positions are estimated; a bias amount estimation unit 350 for estimating a bias amount included in distance between the mobile station of which the position is estimated by the position of the mobile station estimated by the position estimation unit 340 and the plurality of base stations; and a bias amount estimation unit 350 for obtaining an initial value for estimating a position of a mobile station from the position of the mobile station estimated by the position estimation unit and the bias amount corresponding to the position of the mobile station of bias amount distribution acquired by the bias amount distribution acquisition unit. The position estimation unit 340 uses the bias amount distribution acquired by the bias amount distribution acquisition unit 370 for estimating a position of a mobile station.
