PROBLEM TO BE SOLVED: To provide a flow control system and flow control method which send a credit addition signal from a receiving device to a transmitting device on early stage.SOLUTION: The flow control system includes the transmitting device 101 for transmitting a packet and the receiving device 102 for receiving a packet transmitted from the transmitting device 101. The transmitting device 101 has a flow control section 109 for performing flow control on the transmission of a packet from the transmitting device 101 to the receiving device 102, the receiving device 102 has a credit notifiable prediction section 106 for predicting a change in state of the receiving device 102. On the basis of a current state of the receiving device 102 and a change in state predicted by the credit notifiable prediction section 106, the flow control section 109 performs flow control on the transmitting device 101. |
