Provided is a water-dispersible acrylic adhesive agent composition capable of forming an adhesive agent layer having excellent ability to prevent a rise in adhesive strength, excellent appearance characteristics, and in addition excellent low stainability, and also provided is an adhesive sheet having an adhesive agent layer formed by the adhesive agent composition. The water-dispersible acrylic adhesive agent composition comprises an acrylic emulsion polymer (A), which is produced using 70 to 99.5 wt% of a (meth)acrylic acid alkyl ester and 0.5 to 10 wt% of a carboxyl group-containing unsaturated monomer as the essential starting material monomers, and a compound (B) represented by formula (I) R1O-(PO)a-(EO)b-(PO)c-R2 (I) (where R1 and R2 are each a linear or branched alkyl group or a hydrogen atom, PO is an oxypropylene group, EO is an oxyethylene group, a, b, and c are each positive integers, and the addition form of EO and PO is block form).
