PROBLEM TO BE SOLVED: To provide an optical element excellent in electro-optic characteristics to be used for a variable optical module for a long wavelength.SOLUTION: The optical element comprises a single crystal substrate 110 containing silicon, a first electrode 130 formed by epitaxial growth on the single crystal substrate 110, an electro-optic film 160 having an electro-optic effect formed by epitaxial growth on the first electrode 130, and a second electrode 180 formed on the electro-optic film 160, wherein the first and the second electrodes 130 and 180, respectively, are used to apply a voltage to the electro-optic film 160 in the film thickness direction, and the electro-optic film 160 is a crystallized film having no single orientation. |
