The system has a plastic running wheel (5) comprising a hub (8) and a vane (9) for circulation of air. An electrical motor (7) is arranged below the running wheel. A cooling agent evaporator is provided for cooling the air that is supplied to a vehicle inner compartment. A heating device warms the air that is supplied to the vehicle inner compartment. The running wheel is provided with a shield (10) for shielding water from the electrical motor. The shield is designed as a disk, ring (14) or dome (11). A drive shaft (6) is aligned in a vertical manner.
