The device has horizontal upper bars positioned remotely from a vehicle wall. The upper bar has a horizontal zone on which a parallelepiped anchoring unit i.e. hook (7), is positioned. The anchoring unit is integrated with an outer protection plate at the level of an upper part of its face oriented towards a vehicle, where the outer protection plate is integrated with one of the upper bars by a fixation screw (12). The anchoring unit has a jaw (7b) that is relocated with respect to the outer protection plate so as to position the outer protection pate against the upper bar.
