PROBLEM TO BE SOLVED: To provide a charger preventing power loss when a charger cell is charged, and also preventing rush current to a periodic power supply, and also to provide a charger manufacturing method.SOLUTION: The charger is equipped with: a battery 2 to which a plurality of battery cells E are connected in series and which sets a pole of one of the battery cells E to be a reference potential; a plurality of capacitors C one end of each capacitors is connected to the pole of one of the plurality of battery cells E via a rectification circuit 9; a resistor R making the respective capacitors C to be the same potential; a ground harness 15; an AC generating circuit 5 generating a repetition signal for driving the rectification circuit 9; and a harness group 6 which electrically connects the other end of the capacitor C and the AC generating circuit 5. |
