The present invention provides a flow control method, device and system. The method includes the following steps: an access device receives an activation request message transmitted from a terminal; according to pre-obtained control information, the access device performs flow control on the processing process for the activation request message, so that the amount of activation request messages allocated to a gateway device does not exceed the amount of activation request messages that the gateway device can process, wherein the control information is the activation request message processing capability information transmitted from the gateway device, or the information of the terminal and/or the access point name (APN) which are pre-determined to be controlled by the access device. With the embodiments of the present invention, network element resources can be saved.
