Provided is a vehicle air conditioning electric heating type heater core which has a highly versatile configuration and is used for vehicle air conditioning, such that uniformity of temperature can be secured even if there is an airflow rate distribution on an air blowing path. Also provided is a vehicle air conditioning device provided with said vehicle air conditioning electric heating type heater core. This vehicle air conditioning electric heating type heater core (100) is provided with a heat exchange unit (10) comprising a plurality of tubes (2) and fins (3); and a header (4) whereto the tubes are connected. An electric heating part (1) is disposed inside the header. The tubes and the header form a closed flow path (50). The closed flow path is filled with a liquid heat medium (L).
