摘要 PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus and a fuel cell system having improved efficiency.SOLUTION: The hydrogen production apparatus 1 includes: a cylindrical reforming unit 6 reforming a raw fuel by use of a burner 10 to generate a reformed gas containing hydrogen; and a high temperature shift reaction unit 12 subjecting the reformed gas generated in the reforming unit 6 to a shift reaction. The high temperature shift reaction unit 12 is coaxially disposed with the reforming unit 6, as adjoining to the outside in a radial direction of the reforming unit 6. A high temperature shift catalyst 12x encloses at least a part of the reforming catalyst 6x. Since the reforming reaction is endothermic while the high temperature shift reaction is exothermic, the heat generated in the high temperature shift catalyst 12x is efficiently transferred to and used in the reforming catalyst 6x.
