PROBLEM TO BE SOLVED: To provide highly insulating liquid ejecting head and liquid ejecting apparatus with less environmental impact wherein generation of leak current can be suppressed.SOLUTION: The liquid ejecting head 1 includes a pressure-generating chamber 12 communicating with a nozzle opening 21, and a piezoelectric element 300 having a piezoelectric layer 70 and electrodes 60 and 80 provided on the piezoelectric layer 70. The piezoelectric layer 70 is composed of a compound oxide having a perovskite structure containing bismuth manganate ferrate and potassium bismuth titanate.
