PROBLEM TO BE SOLVED: To provide a cleaning device and an image forming apparatus, allowing forming a uniform and fully thick toner layer on the surface of a cleaning roller even if the amount of toner supplied to the cleaning roller increases or decreases, stably polishing a photosensitive drum, reducing factors of poor images such as toner fall, and exhibiting a high cleaning effect even if toner particles are fine.SOLUTION: The cleaning device includes: the cleaning roller disposed in contact with the photosensitive drum; a cleaning blade which is provided in contact with the photosensitive drum downstream of the cleaning roller in the direction of rotation of the photosensitive drum and scrapes toner adhering on the surface of the drum; and a toner layer thickness regulating roller which rotates in contact with the cleaning roller, the surface roughness (Rz) of the toner layer thickness regulating roller being smaller than the number average particle diameter of toner. |
