PROBLEM TO BE SOLVED: To achieve sure success of insert editing of variable-length encoded data.SOLUTION: A CPU 121 sets an upper limit value and a lower limit value of a virtual VBV occupation amount by narrowing an upper limit value and a lower limit value of a VBV occupation amount corresponding to a VBV buffer only by a maximum value of errors of a VBV occupation amount of base data to be variable-length encoded data. A video encoder 122 variable-length encodes replacing data so that the VBV occupation amount of the replacing data to be replaced by the base data does not exceed the upper limit value and the lower limit value of the virtual VBV occupation amount. This technique can be applied to a recording machine e.g., for performing insert editing of variable-length encoded data.
