PROBLEM TO BE SOLVED: To improve mixing accuracy wholly and locally in a mixture.SOLUTION: A mixer for mixing a first material to be mixed and a second material to be mixed includes: a first split flow path including a first charging port for charging the first material and at least two first discharge ports from which the first material charged from the first charging port is discharged separately; a second split flow path including a second charging port for charging the second material and at least two second discharge ports from which the second material charged from the second charging port is discharged separately; at least two mixed flow paths which are connected to one of the first discharge ports and to one of the second discharge ports, and which mix the first material discharged from the first discharge port and the second material discharged from the second discharge port to form a partial mixture; a flocculation flow path for flocculating the mixture discharged from the mixed flow paths; and a conveyance path for conveying the mixture flocculated in the flocculation flow path to a storage part.
