PROBLEM TO BE SOLVED: To provide a flame-retardant resin composition that exhibits performance of sufficient flame retardancy and drip-prevention in a flame-retardant resin composition including a cellulose-based resin as a base resin, and a method for producing the same.SOLUTION: A polycarbonate resin, a flame retardant and a fluorine-based resin are melted and kneaded using a twin-screw kneading machine 10 at a shear rate of 58-262 secto form a kneaded material A. A cellulose-based resin is melted and kneaded with a plasticizer using a twin-screw kneading machine 100 at a shear rate of 140-436 secat a discharged molten resin temperature of ≤270°C and the melt viscosity of the cellulose-based resin is reduced to form a kneaded material B. The kneaded material A and the kneaded material B are melted and kneaded using the twin-screw kneading machine 10 at a shear rate of 58-262 secat a discharged molten resin temperature of ≤270°C.
