摘要 PROBLEM TO BE SOLVED: To provide a hydrogen production apparatus and a fuel cell system stably supplying a reformed gas and having improved reliability.SOLUTION: The hydrogen production apparatus 1 includes a control unit 30, which controls the amount of water introduced into a vaporizing unit 9 so as to control the temperature of a low temperature shift catalyst 13x of a low temperature shift reaction unit 13, which is measured with a temperature sensor C, to a preset reference temperature T. By controlling the temperature of the low temperature shift catalyst 13x of the low temperature shift reaction unit 13 to the reference temperature T by controlling the amount of water introduced into the vaporizing unit 9, the concentration of CO derived from the low temperature shift reaction unit 13 can be maintained to a predetermined value or lower. Thereby, the concentration of CO derived from a selective oxidation reaction unit 8 can be controlled to be equal to or lower than a predetermined upper limit without requiring control such as to increase the amount of air introduced into the selective oxidization reaction unit 8. Thus, the reformed gas can be stably supplied, which improves reliability.
