Provided is a control device which sets an intra-breaker communication period in which communication is executed between communication terminals connected to one breaker and an inter-breaker communication preferred period in which communication is executed between a communication terminal connected to one breaker and a communication terminal connected to another breaker in a power line communication system, in the inter-breaker communication preferred period, operates a filter such that a signal that tries to pass between the breakers is allowed to pass, and in the intra-breaker communication period, operates the filter such that the signal that tries to pass between the breakers is cut off.
