PROBLEM TO BE SOLVED: To provide a laser fixing device adapted to use of two types of light fixable toners having different light absorption characteristics, to provide an image forming apparatus with the laser fixing device, and to provide an image forming method employing the image forming apparatus.SOLUTION: A laser fixing device 100 includes a laser light emitting section 110 for emitting laser light and a wavelength converter 130 for emitting outgoing light having a wavelength different from that of the laser light when the laser light is made incident.
