PROBLEM TO BE SOLVED: To provide a device and method for measuring capacitance to the ground, which can be used even for a power system or the like having small ωC and small resistance between the ground and it, and also enables easy measurement of the capacitance to the ground even by a user.SOLUTION: In the device 10 for measuring the capacitance to the ground, an ωC measuring part 11 compares a voltage drop rate of residual voltage with a voltage drop rate of the residual voltage that is found from a change rate of admittance calculated from a circuit constant of a zero-phase equivalent circuit of the power system and also from a +solution and a -solution of an ωC value which is determined from an ωC operation quadratic equation based on the zero-phase equivalent circuit, discriminates the solution to be adopted as the result of measurement out of the +solution and the -solution of the ωC value which is found from the ωC operation quadratic equation, and then measures the capacitance C to the ground. |
