PROBLEM TO BE SOLVED: To provide an electrostatic countermeasure element excelling in discharge characteristics with small capacitance, enhanced in durability under repeated use, and furthermore excelling productivity and economical efficiency.SOLUTION: The electrostatic countermeasure element 1 includes: a base substrate 2 having an insulating surface; electrodes 3a, 3b arranged facing each other with a space on the insulating surface; and a functional layer 4 arranged between the electrodes at least.
