Disclosed is a balloon catheter, the welding degree of which can be adjusted appropriately; also, said balloon catheter can be given a desired surface shape suited to the intended application and can be used medically. Also disclosed are a device and method for manufacturing said balloon catheter. A catheter tube (30a) is inserted into the mouth (28b) of a balloon and a shaft (14) is inserted into the catheter tube (30a). Then with a pressure tube (32a) fitted around the part of the balloon (28) to weld, while rotating the shaft (14) using a fixed chuck, a laser emission means (8) shines a laser on the area at which to weld the balloon mouth (28b) to the catheter tube (30a), thereby heating the shaft (14) and welding the target area.
